it could be used as a mechanic for raiding POS so - hack a ship hangar array and the ships become boardable and removable from that array (moored) - same with other buildings that contain loot it could all pinata out.

Pirate factions should really be more dominant in their 0.0 regions and more presence in low sec. Once good raiding mechanics are available it would make sense for pirate factions to raid POS in 0.0 It would be nice to see pirate titans/capitals ...

you need to think of it another way at the moment we are lucky the skills are as weird as they are ... But in the future when you get too larger ships and T2 ships you will be bonused again as for things like command ships you have to train about ...
